Repairs of Northwest Talus Drive and Shangri-La Way Northwest are substantially complete! Thank you for your patience during this work. 

Crews plan to pave the easterly sidewalk the week of Oct. 30. The landscaping and westerly sidewalk will be completed next spring, as work continues on Parcel 9 for permanent stabilization efforts.

Remaining intersection/roadwork includes:
  • Final patching across Shangri-la Way Northwest (north of the intersection) and the nearby sidewalk for gas mains. PSE has not yet provided a schedule for this work. 
  • Permanent roadway striping will be completed as soon as possible, subject to weather and subcontractor availability.
  • The temporary emergency water line installed through the open spaces between Northwest Talus Drive and Northwest Boulder Place will removed in the next two-four weeks, and may impact traffic on both roadways. The water line removal between Shangri-la Way Northwest and Foothills Drive Northwest (new road to the upper parcels) has not yet been scheduled for removal. Both lines have been de-energized following the restoration of the water lines in Shangri-la Way Northwest. 

Parcel 9
The City has permitted the first phase of permanent stabilization efforts onsite, which is expected to last four months, weather permitting. The work onsite will include:
  • Removing approximately 8,000 cubic yards of soil.
  • Installing a permanent stabilization wall above the temporary ecology block buttress. This work may require one-way alternating traffic at times on Shangri-la Way Northwest from 7 a.m.- 6 p.m. Mondays-Fridays, to lift large concrete blocks into place, and install soil anchors. Drivers should expect delays in the area, as crews will often be directing one-way alternating traffic. 
  • Replacing plastic sheeting and provide anchorage.
  • Placing temporary storm connections underground.

The property owner of Parcel 9 is hopeful that their stabilization efforts will lead to their ability to move forward with a future development review process.

Parcels 7 and 8 
The effort to complete the water system is nearing the final stages, and the work in the park off of Shangri-la Way Northwest is expected to be complete in December of this year. 

This will include removing the fencing around the new booster pump station next to the park; installing security fencing along the new access drive; and restoring the concrete driveway and asphalt loop road. Additional work includes:
  • Connecting the final water main west of Shangri–la Way Northwest. No system shut downs are required for this work.
  • Removing the existing dark green water reservoirs visible at the top of Northwest Talus Drive.  

Starting in late November 2015, movement was detected in the Parcel 9 hillside (see map of the approximate location).

With safety as the top priority, immediate mitigation measures were taken to address the movement, including removing dirt from the site and installing dewatering wells. 
All construction activities have stopped, except for work to monitor the site regularly, ensure safety, manage stormwater, make repairs and collect data to determine next steps.

Could stormwater undermine the road in this current "temporary" condition? 
Stormwater facilities — both permanent and temporary — have been constructed, and inspectors are examining these facilities to ensure they are performing as planned and permitted.

Was the City monitoring the site work before this happened? 
Like all private development projects, regular inspection occurred on Parcel 9.
